		<description>I strongly believe that the rail service should also be improved regarding freight transport.  Consider that most of the time the rails are empty, compared to the highways which are often crowded with trucks and seem always to be very busy.

Toward this end, I suggest that investment be made into rail hubs, from which trucks can do the short hauling, while the long distances can be much more efficiently performed by the railroads.  The hubs should include rail terminals at the cargo ship loading and unloading docks.

Should it be necessary, premiums can be permitted for the trucking industry to use these facilities, since the scheme would otherwise reduce their income.  Savings in fuel, road maintenance, and truck costs could also accrue.</description>
