The percentage of Federal funds from the National Highway Trust Fund spent today on the ground has very high overhead charges in most states, typically about 40% of the total project cost is &quot;overhead&quot; (administrative expenses). Everyone takes their cut from Federal project funds before a single bridge or road is actually constructed.</description>
